Is that specifically stated as a policy somewhere (and how much of a 
"deviation" is installing into DESTDIR to examine the files)? The LFS 
book discusses package management and even provides an example of using 
DESTDIR (albeit for symlink style PM).

No argument there. And the LFS book at least hints at this.
