According to the spec http://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html "If $XDG_CONFIG_DIRS is either not set or empty, a value equal to /etc/xdg should be used." IE, /etc/xdg is the default. XDG_CONFIG_DIRS only needs to be set if you put the files somewhere else.
