I will assume you are to synchronize the time to the one o'clock time signal:
Pull out the stem, place a finger at the 1 o'clock position and wait for the continuous buzz. remove the finger and place it at the 12 o'clock position and wait for the sequence of buzzes then remove the finger. now wait for the signal and when you hear the time signal on the radio, press the stem in. The only function the blind cannot perform is to synchronize the visible hands with the tactile system if they get out of phase. It may be that there is no longer an alarm watch in braille, certainly CNIB doesn't sell any. A google search delivers several results but they all seem to offer talking watches.
