No! You can set it to any time you like at any time you like. I generally use the CBC radio time check as it is convenient. They count down to it for several seconds before a ten second silence then a long tone. This makes it easy to be very accurate about setting it. I have changed the time in an airplane on my way to Europe, to Lufkin or Houston Texas or Calgary Alberta or Vancouver BC and when we change from Eastern Standard to Daylight Savings time.

The only function the blind cannot perform is to synchronize the visible hands with the tactile system if they get out of phase.
