No!

You can set it to any time you like at any time you like. I generally use the 
CBC radio time check as it is convenient. They count down to it for several 
seconds before a ten second silence then a long tone. This makes it easy to be 
very accurate about setting it. I have changed the time in an airplane on my 
way to Europe, to Lufkin or Houston Texas or Calgary Alberta or Vancouver BC 
and when we change from Eastern Standard to Daylight Savings time.

Just forget about the radio, set it to your sun dial or what ever other 
accessible and reliable time standard you like.

  Pull out the stem, place a finger at the 1 o'clock position and wait for the 
  continuous buzz.

  remove the finger and place it at the 12 o'clock position and wait for the 
  sequence of buzzes then remove the finger. now wait for the signal and when 
  you hear the time signal on the radio, press the stem in.

  The only function the blind cannot perform is to synchronize the visible 
  hands with the tactile system if they get out of phase. I suspect that there 
  are actually two watches within the device, a visible one and the tactile 
  system and it is possible to get them out of sync.

  It is called the silen-t. I got one while at the last BlindHandyman
  get-together in Houston and really like it. Quite expensive though.
