I'm not certain that Tissot actually manufactures this watch any longer. However, there may be some dealers who still have them.
Dale has given a good little description of how you set the watch, so I'll not go there. You should know, however, that each watch comes with a very well narrated instruction manual on computer CD. This watch does sound complicated. Believe me when I tell you it's not. It'll take you a day to learn it's ins and outs. Don't get a "tactile lens" confused with a "touch screen." The only function the blind cannot perform is to synchronize the visible hands with the tactile system if they get out of phase.
