It is usual to lay the flooring down before installing cabinets. There isn't a lot of extra flooring so the cost isn't high. It is not always possible, sometimes one might replace flooring before the cabinets are changed or maybe you move into a house and just don't like it.
It is difficult to get new flooring, particularly sheet goods to fit nicely against already installed cabinets because it tends to stretch a little when laid and getting good pressure under the toe space for good adhesion is difficult, the heavy roller just can't get in there.
