It was an excellent idea to make the document editable, thanks Kendy, so I have added some words to this effect. Feel free to improve them!

Another reason why I did not want to share my proposal open for editing to anyone is that it might happen that someone writes something that should not be written in a public document.

Stating the name of a supplier and the way we would want to engage with them could reduce our bargaining power to get the best deal for TDF.

We will publish public tenders open to all ensuring that there will be a level playing field so that any organisation will be able to participate.
