I think any high-school English teacher could tell you that quote isn't
a call for American deaths.

Wouldn't the same teachers agree that it is stating that the Americans deserve to die?

I doubt it. I think 'fated to die' would be a reasonable reading but not deserve. The sacrificial victim is not usually thought of as deserving death but as an innocent.
