I'll give a clear example. Two students I was chaperoning at a high school youth meet jumped from a bridge into a river in the middle of the night and bragged about it the next day. The rules were very clear; this type of violation required the parents to come and pick them up. We were all sad that we had to impose this punishment, but we did, or the rules were meaningless. Since the rules were safety rules, they had to be enforced. So, sadly, they had to get their deserved punishment. Its a case of hate the sin and love the sinner. That's what I got from Moore's "sadly." He feels he truly loves Americans and he is very sad that we did evil and must pay the horrid price for the evil we did. The other indication of this is that the reason they had to be sacrificed is that their parents supported the war, after it began. That support didn't change the fact that we went to war. The only thing that was being addressed here was the feeling in their hearts. Their hearts were set to evil, thus they must pay with a child sacrifice.
