How about a different format at each event?
I seem to remember this was how the Tour worked when it first started - progressing 
from a very 'open' format at Tour One through tighter peer pools as the Tour 
progressed.
If we were to have three Tours next year we could have three different schedules. For 
example at Tour 1 we could have the top 16 in 4 evenly split pools, Tour 2 could be 
the traditional top 8 peer pools and Tour 3 could be the format we had for Tours 3 and 
4 this year. 
All games should have some meaning, there's lots of variety so each tournament 
presents a different challenge and you don't have to keep playing the same teams.

My example still involves lots of games (I like playing alot), but if people feel we 
should have fewer games, then we can work with different formats. Just make sure that 
each Tour is different and I think that will get over most of the problems.
