I wouldn't know about Maris Otter, but roasting is a simple process that can
be done at home. You may not get exactly the right shade of darkness to
the malt, but for a stout you can safely erro on the darker side, and/or use
some more.

Me thinks "Flaked Barley" is not malted at all, but I am not sure.

Like Bo said, a lower temperature is likely to increase the dryness. But
don't sweat it, it will turn into a good stout anyway.
