Of course I welcome a new homebrewing shop in town. I have already bought some tools from VinØl hobby, and if they had a complete set of everything, I would be glad to shop there.
But - unlike others on this list - my advice for him would be to keep it extremely restricted, at least in the beginning. A base malt, one or two special malts (cara-something and choco?), two hops (Saaz and Northern Brewer?), two yeasts (better quality dry yeasts, probably). This way his investment and risk would be kept to the minimum, and he can see if this gets started. It will always be easy to expand the program later.
