When I started, a couple of years ago, I kept good books on my expenses.
I didn't invest over 1000,- before I had my first brew ready.

The most expensive part was a 18 liter pot, which I was lucky to get for
about 400,-

For mashing I bought two plastic buckets, and made a simple mash tun by
drilling a gazillion 2.5mm holes in the bottom of one bucket, and
installing a simple tap in the other. I still use a similar system,
although my new one is a bit bigger (40 liter). I control the
temperature by adding a bit hot water, and it works all right for me.

Once I measured the mash temperature in many places in my bucket, and
saw that there were some variations. The beer turned out quite well
anyway, so I stopped worrying about it. These days many of my receipies
say "60-odd degrees for about an hour and half".

As to cooling, I use an even bigger bucket, that I fill with cold water
(cost 100 kr, sold as a waste basket). I need to keep a small flow of
water running while I am cooling, but it can be minimal. Its main
purpose is to move fresh cold water next to the pot. This cools my
18-liter pot in something like 20-30 minutes, while I prepare the
fermenting bucket.

So, be a bit creative with your equipment, and you'll see that

   it will be beer anyway
