Callweaver 1.9.99 is the trunk code. Don't use that. Its a work in progress. For a stable system use Callweaver 1.2.1 and spandsp-0.0.6pre12. I don't know where your PCAP went, but Multiple fcs-OKs is normal. Wireshark often describes them as corrupt, but Wireshark's T.38 support is quite badly broken. The frames are OK.
