It wasn't letting me send the PCAP through.  I asked someone about your comment 
though, who works specifically with VOIP faxing.  He suggested enabling the 
option "Dissect possible RTP version 2 packets with RTP dissector" under "Edit 
--> Preferences --> Protocols -> t.38."  He said this works for him.
