In many cases, to my mind public bodies rank alongside canteens/staff  
restaurants; they are objects to be insulted, regardless of how good they are  
and 
regardless of the amount of evidence that disproves the general perception.  
Anything that supports the negative view is trumpeted, but anything that  
disproves it is disregarded.
