Added to which, there is a general cynical view about public bodies which  
doesn't necessarily stand up to scrutiny either. We can always identify  
individual ('nit-picking'?) items to use as examples, but then use a broad  
brush to 
justify the benefits of private industry. Didn't the government sell  off the 
profitable and efficient parts of the public sector back in the 1970s  partly 
to keep public perception prejudiced that way?   ;-)
