Not necessarily at all. A business can make a definite decision to
have poor levels of customer service, because it will make more money
in the long term that way even if it loses a few customers along the
way. It can also decide it simply doesn't want some kind of customer.

In contrast the public sector has to effectively serve the entire population.

Compare the Royal Mail's universal obligation to deliver to every
address in the UK to its new competitor's ability to only handle bulk
mail to easy addresses.

Or if that's too controversial at present, how about the
liberalisation of directory enquiries?

Now we have a choice between services that are all more expensive than
the one replaced.

Markets are powerful forces for good in lots of ways, but should never
be allowed to run everything.
