A boat doing a return trip would presumably count as 2 "boat movements".

Suppose a trip boat sets up and does 6 return trips from Albert Dock to 
Princes Dock each day for 250 days a year, that would make 3,000 boat 
movements! There is certainly the potential for that - Liverpool is full 
of tourists looking for more and more things to do. The "Yellow 
Duckmarine" was doing good business on a cold March morning this week 
and the open-top tour buses had plenty of passengers. There would be 
good potential for an evening restaurant boat cruise. Even one return 
trip per evening for 250 days a year would add another 500 movements, 
which would only leave 1,000 more to fill with the movements of visiting 
boats. Eight boats a day each way for 5 days a week through the normal 
boating season would add up to more than 2,000.

I would have thought 4,500 is not such an impossible figure to achieve!
