It's very simple, in Sydney it is based on common sense and 
good-neighbourliness. Here in the UK were are governed by Health and Safety 
considerations and a creeping 'sue everyone for every liability even if it is 
your own stupidity' culture imported from America. 
Having said that, myself and some of my neighbours have been fighting to try 
and keep our road and pavements clear as there are many elderly residents 
living in the road........and no, clever dicks, I do not include myself in that 
category even though you might try ;-)))
