I don't think it's anything like that simple.

As an aside, walking a mile+ each way to and from work for the last week 
and a half, the "cleared" areas in front of houses are far more slippery 
- being covered with a thin layer of ice - than the areas that had been 
left alone and had nice crunchy snow on them.
