It sounds really quite easy to do yourself. Presumably the frost stat is remote from the main unit? In that case, a little circuit that sits between the two and does any of extend the on period to one hour, extends it by one hour, or makes it a minimum of one hour should be a doddle to knock up using something like this (just the first search I found, I'm sure there dozens of other units that could be used) and a little bit of relay logic depending which of the three options you wanted (which do you want?). http://www.quasarelectronics.com/ci0003.htm
