Joe, It does an admirable job of keeping us dry when beating upwind. San Francisco Bay has winds of 25-35 kt on most days in the summer, and horrible chop. We don't wear foulies. The crew on boats without dodgers wear their foulies every day in the summer around here.

You can put a stainless steel bar over the main hatch and attach the dodger to it. That's what we did. It's strong enough for a 300 pound man to do chinups on it.
