It's a Selden Rodkicker with a gas spring in it.  Made by Selden Mast company.  
(Selden suppled the replacement boom for my C27 too.  It's plenty stiff and 
strong enough, even for San Francisco Bay.  And all the lines for reefing and 
outhauling run inside the boom)
