Well the doc-cd says explicitly:
Frame Relay Traffic Shaping and Multilink PPP over Frame Relay
  Before using Multilink PPP over Frame Relay, FRTS must be enabled.
And that's it for the explanation! :)

FRTS is not required for the multilink PPP interface. As long as you have the 
virtual-template correctly configured that error will pop up but it doesn't 
matter as the interface will be up/up anyway. Now don't ask me how I know
