Even Hotels & Airlines have non-refundable bookings. Some of them consider a refund in case of an absolute emergency.
Personally , I never schedule CCIE Lab until last moment. In addition to demonstratable emergencies , we may not be able to fully prepare as planned & taking exam unprepared is useless.
