I think approach to CCIE through professional track with at least 5 Years experience in relative field will generate true experts and defiantly increase the market value as well.

This is like doing you PhD without even Primary education. While looking on blue prints for all CCIE exams you can see that these are not expert level studies. I think Cisco should implement entry to CCIE through professional track with 5 year experience after Professional track but they will not do that as they want to make money and by implementing this the number of people will reduce. This will increase the worth of CCIEs in the technology world. Suzie you should raise this on some Cisco Forum.
