I'm a huge advocate of CSS, but I don't think it's necessarily right
for this application or many involving print layouts until it supports
things like intelligent pagination, running headers/footers, page
numbering, etc.
If all the forms can definitely be limited to one page, then it would
probably work. But looking at some of the forms, if the content is
separated from presentation and rebuilt on the fly later, forms like
the Almost Home Unit History/Evaluation form with its rather
open-ended history and exam note areas can easily run to multiple
pages.
I'm just guessing about Candace's environment, but if it's anything
like here they aren't going to be happy if the form runs to multiple
pages.
