a) "he would still be abusing his people today"
or
b) "I don't expect France, Germany or Russia would be volunteering"
is correct.

Correct me if I am wrong, but while Saddam was certainly not a nice
man, all known massacres were more than a decade old when we invaded.
What do you mean by abuse, exactly? Please distinguish this from
Darfur, where we are not intervening. Thank you.

As for European volunteers, why not? As I understand the situation
they objected to being expected to follow on faith. A reasoned
rationale might well have met with better success. At this point
however they may well feel that we broke it, we bought it, and perhaps
rightly so.
