Can we assume that my administration has an atmosphere such that
analysts feel comfortable telling the truth?
If so a yes to #1 or #2 on Kevin's Caspar Weinberger list would make
me seriously consider it, especially if #7 is also true. In order to
approve the operation I'd like to see a preponderance of yesses to the
other questions.
