No its not. Its a description system. There is a wide leeway on the diagnoses 
involved  - glad I took that course on the DSM-IV in grad school,  it turned 
out to be more on how to get insurance to pay for your therapy than anything 
else.

According to the research I just looked at, it would appear that while the 
conditions may coexist, they are not necessarily the same or even within the 
same constellation of symptoms. SPECT imaging 
(http://www.alasbimnjournal.cl/revistas/4/goldbergi.htm provides a good summary 
of the neuropsych research) suggests that very different neuological systems 
are involved. ADHD more involves the frontal and prefrontal lobes of the brain. 
Which is understandable if you consider that ADHD is in part a problem of 
control (think how impulsive ADHD kids and adults are). These regions of the 
brain are involved in control and executive function. Autism and Aspergers 
Syndrome however involve the temporal, the pareital/occipital regions and the 
cerebellum vermis regions of the brain.

Different circuitry in the brain means different problems all together.

Part of the problem is that kids with Aspergers Syndrome or Autism typically 
have many other problems. Any study sample will be very heterogeneous - very 
mixed. In many samples you'll also get kids who also have severe ADHD, 
obsessive compulsive disorder, possible mental retardation, schizophrenia etc. 
So the problem is for the diagnostician is to look beyond the DSM-IV and look 
at what the kid is actually doing, their deficits and how to help the kid 
compensate for those so that they can succeed to the best of their other 
abilities.
