Right now a doctor, lab, hospital, clinic, etc are all paid when
you're sick as long as you stay sick.  The minute you're healthy, they
stop making money.  CDHC changes that whole paradigm to how cosmetic
surgery works: hospitals, doctors, and clinics that provide good
service get lots of customers; those that provide bad service lose
business:

There's a bazillion studies done that all show this.  The 3% is people
that show up at the hospital without insurance or run out of insurance
during care taken on average during 2004 (course that numbers always
rising, but with 25% of admin costs to offset it ...)

It doesn't include unfunded medicare/medicaid.
