Right now a doctor, lab, hospital, clinic, etc are all paid when you're sick as long as you stay sick. The minute you're healthy, they stop making money. The 3% is people that show up at the hospital without insurance or run out of insurance during care taken on average during 2004 (course that numbers always rising, but with 25% of admin costs to offset it ...)
