Somalia was, much like the current conflict, a failure of our political masters. They did not have the will nor the testicular fortitude to do what was needed.
Compare to Vietnam. Post 68 (tet) we could have ground the NVA into the ground and completed that mission, but because of the media storm post tet the people didn't have the will to carry through. The VC were decimated. In Somalia Clinton decided it was easier to back out then to fight what would have been a very bloody war in order to reeducate the masses, and break the backs of the warlords. In Iraq we are nearing the tipping point. Pulling out now will just show once again that if you make us bleed we'll run. It would invigorate the Islamist movement, and would plunge that nation into chaos on a level we have not imagined, much less seen. War. Total war is what is required. You cannot win low intensity conflicts. You must beat your opponent into dust, make it so that the idea of opposition becomes so horrific that the insurgents can't win a base amongst the locals. At the same time you reward those that are truly working for a new and free Iraq. No one wants to hear about reeducation camps. Thatâs what we did in Germany, in Japan. We executed huge swaths of the worst "true believers" and those with moderate connections to previous regimes were interred until we could be certain that the back of the insurgency had been broken. Look into the werewolves in post war Germany. As is laid out in the laws of ground warfare they were executed on the spot, no trials needed. Age and sex were irrelevant. War is the ugliest of things.
