I read someplace, my be in American Soldier, that the plan was designed around using the Iraq military but days after the war 1/3 disappeared with weapons, 1/3 stayed around to sabotage the effort and steal more weapons/ammo for the ones that disappeared. That's why they had to change plans at the last minute which screwed everything up.
