They converted a nonsecular event into one that entirely secular - if you do 
not fit into their particular brand of religious ideology then you need not 
apply. If I remember correctly the first amendment states:

Congress shall make no law respecting an establishment of religion, or 
prohibiting the free exercise thereof.   

Its been interpreted, rightly so, that this applies to any monies religious 
groups receive from the government. By requiring their coordinators to sign an 
affirmation to a particular branch of Christianity, that violates the First 
Amendment, therefore the government has to withdraw support entirely from this 
group.
