Since IBD/TIPP seems to be a partisan poll (headline #1 on the
TippOnline site: Are we ready for Socialism?), I'm guessing that it is
canceling out the Research 2000 poll commissioned by Daily Kos that
show Obama up around 12 to 14.

Split the difference between those two partisan outliers and you've
got an Obama lead of right around 6.5% which is, curiously enough, the
average of all the national polls.

There is movement around and statistical noise in the individual polls
but the poll average has been remarkably stable.
