I agree with this. On this specific transaction the city might be "out" money. But the money saved by automating the system such that staff does not have to touch these bills went sent probably approaches millions. This is one of those touchy-feely news stories that ignores the reality of the situation. Just pay the penny like a good citizen and shut the hell up.
