It's pre-paid for what you use. So if you use ANY of it, it's still a cost per piece. I used to do a lot of bulk mailings. You paid a bulk rate price which gave you a substantial discount off the regular postage rate... which is why I factored in an approx 22 cents per piece as opposed to our current rate of 44 cents per stamp. :)
