I think he sold his soul and then later had major regrets and resigned.

This is of course assuming he knew he was lying, which I'm not so sure of. I
think Bush and Cheney are both 100% d-bags, but I'm not so sure about
Powell. I tend to not want to throw the baby out with the bath water.
