No, they're not. If a school doesn't make the annual improvement
dictated by NCLB the parents have the right to demand a transfer to a
school of their choice and the district is required to provide
transportation. Basically if the school your kid is in can't do the job
you, as a parent, can send them to another one on the taxpayers' buck.

Did that study take into account that the schools are rigged against
minorities? They refuse to allow vouchers or charters so they are
stuck in the failed schools?
