CEO's are paid to make money.  At various times, they are responsible for
cutting jobs, off-shoring jobs, and creating jobs.  They have to choose
which action will be most profitable for their business.

I am not going to argue that all CEO's are good at their job, but job
creation does fall under part of their domain.  They should know when they
are going to contract, hold steady, or expand.
