I think Scott has summed this all up.  We don't know!  Here's my 2 cents:

* As Greg says, Earthquakes are caused by the sudden release of pressure
from tectonic plates

* While we don't have data to show a direct correlation with outside forces,
it doesn't mean there aren't any.

* Solar flares and such must have some types of gravitational impact.

* Gravitational impact would definitely jostle around them thar plates.

Ruling?  On a scale from 1 to 10, with 1 being proven impossibility and 10
being metaphysical certitude: 5
