before bush it was almost treated as any other research funding
request, while there were funding restrictions they had some
significant exceptions that allowed researchers to do work with human
stem cells. After Bush's presidential order only 19 lines of approved
stem cells could be used. All federal funding was withdrawn from any
institution that did any research using stem cells from a non-approved
line.  In other words the Bush administration's new regulations
basically said that if you do any research without using these
difficult to obtain stem cell lines you cannot accept any federal
funds.
