Not to excuse his actions...but there is a difference between doing
something criminally and doing something as a result of mental stress
induced psychosis.  If this guy was just an outright asshat and just went
into this village to shoot people up for shits and giggles...then
yeah...that would be fitting justice.  If this is a result of combat fatigue
and PTSD...then that would not be justice.  I don't think that even the
villagers would want to do that in the latter case.  They are not animals.

Give him to the village the victims were from. It would likely have the most
positive impact on peace and would be very much in line with the Afghan
style of punishment.
