But is it still open to the public. If anyone can pay to attend, that means it is open to the public...as opposed to their membership that says only males can pay to become members.

They are not discriminating against anyone attending the event. Plus, there is a pretty lengthy set of terms on the back of each ticket to a sporting event. Membership, on the other hand, is unrelated to the Masters, specifically. When considering membership, I would expect that no public use rules apply.
