I don't see that anything he said is racist.  It doesn't mention race, and
the way in which the name is provocative is it's tie to the former leader
of Iraq, a man of a different race than the president.

I have already said, yes it is inflammatory, so what?  Calling Bush a Nazi
War Criminal isn't?
