Because he chooses to believe in God. He has made an independent, thoughtful choice. 
Why is that hard to believe?

He believes he is responsible for his own actions -- but that God has given him a 
blueprint in the Torah. Within that blueprint, believe it or not, there is a lot of 
latitude for independent thinking and action -- you would not believe the differences 
that exist within the Orthodox Jewish community, and the different types of people I 
meet here in my own neighborhood of Flatbush. We are not rubber-stamped dummies with 
no intellect.

I have many days struggled with questions of morality and ethical behavior. I have 
even questioned God -- I am allowed to. But I come back to the same place: I look to 
the Torah to guide me, to help me find my own answers. I am sure the other religious 
people on this list (Jews, Moslems, and Christians) will have had similar experiences, 
even if what they look to is their scriptures, or their religious leaders.
