I'm getting anywhere around 500-2000 ms for page loads while developing,
though it goes down to 0-100 after they compile.  I'm just looking for more
crispness in response.  I don't think that a faster box will speed things up
so much that I won't be able to notice differences between two different
sets of code.

I could just pop a 933mhz pIII in there for about 80-90$.  I'm sure that it
would give a minor improvement, but if I'm going to spend that much, I would
rather invest a bit more for a more impactful upgrade, even if it's just a
single 1.2-1.5ghz chip/mobo.

I doubt you'll like this suggestion, but the old one sounds like a pretty
good box.... What about continuing to use that box so that you can optimize
your applications for less than optimal conditions?
