They do? I have had Xbox Live since it came out and I've had no charges. In the U.S., the way it works is you pay $50 for the kit and it's good for one year. After the year, you will start paying the subscription rate which they have not announced yet. They do have an option where you can download special items for an additional cost but I have not seen any available yet.
