Under those circumstances it would not necessarily be a threat, but a condition
of the aid package.

However, if the condition is announced after the original agreement, then it is
a threat.  A threat does not have to imply violence.

"Eat your veggies or no dessert"  is clearly a threat, although it does not
imply violence.

| threat.  I consider it justice.  If you want our money you have do to
| something for us.  If you would rather follow your own will you can be
| without our money.  It's a decision on your part.  How is what we are doing
| in this instance wrong. morally or legally?  Should we not expect some
| return on our investment?
